PROP 13

Under California state law, Proposition 13 caps property value at 2% of its original market value, limiting state revenue. Despite a property tax decrease for homeowners and businesses, Californians have observed a decline in public funding, including teacher layoffs and outdated resources. Passed in 1978, Prop 13's legacy has a lasting impact on education policy.
